Nel periodo compreso fra settembre 2021 e giugno 2022 l’Italia affronterà il passaggio al nuovo scenario distributivo su DTT determinato dal trasferimento di risorse in frequenza, fra cui la banda 700 MHz, dal broadcast alla telefonia mobile. Quello che a tutti gli effetti può essere considerato un nuovo switch off si innesta in un contesto estremamente diverso rispetto al primo avvenuto fra il 2008 e il 2012. In primo luogo bisogna tenere in conto la difficoltà di tutti gli stakeholder nel formulare una narrazione che giustifichi la necessità della transizione, specialmente agli occhi dei non addetti ai lavori: non potrà essere riproposta la possibilità di fruire di un’offerta -free o pay- ampliata e, stante la contrazione di mezzi trasmissivi, non sarà verosimile neppure ipotizzare un salto qualitativo dell’audiovisivo, almeno fino al completo superamento di codifiche ormai obsolete. Inoltre il consolidamento della distribuzione satellitare e l’avvento dirompente delle modalità di distribuzione su IP potrebbero indurre parte dell’utenza a decidere di limitare o azzerare gli investimenti nell’adeguamento di impianti e apparecchi di ricezione della televisione terrestre. Sarebbe un grave errore: infatti, contrariamente al pensiero comune, le tre piattaforme distributive -digitale terrestre, satellite, IP- non sono da considerarsi l’una alternativa alle altre, bensì complementari nella “dieta mediale” del consumatore: il DTT garantisce infatti facile e economico accesso a gran parte dell’offerta televisiva, anche locale; il SAT offre la possibilità di sperimentare l’evoluzione dei formati audiovisivi (UHD, HDR; audio immersivo) e, per chi lo desidera, la ricezione di canali internazionali; l’IP risponde alla necessità degli utenti di svincolarsi dalle logiche del palinsesto e di limitazione di dispositivo per organizzare la propria esperienza d’utilizzo in logica puramente on demand. Infine, l’ibridizzazione delle piattaforme sta progressivamente abbattendo le barriere fra i mezzi di comunicazione classici, e ciò si traduce nella convergenza fra i contenuti pensati per la televisione con quelli pensati per la radio (es. la Radiovisione). Questa guida, quindi, nasce con l’esigenza di fornire agli operatori del settore gli strumenti per intercettare le mutate esigenze di consumo della popolazione, anche alla luce delle profonde trasformazioni infrastrutturali che l’accesso ai fondi del Next Gen Eu dovrebbe garantire al nostro Paese, specialmente nell’ambito della connettività e della trasformazione digitale.

ICS

International Classification for Standards (ICS) is an international classification system for technical standards.

The ICS is a hierarchical classification organized on three levels.

Level 1 covers the main fields of activity in standardization, e.g. road vehicle engineering, agriculture, metallurgy.

Each field has a two-digit notation, e.g.

The main fields are subdivided into groups (level 2). The notation of a group consists of the field notation and a three-digit group number, separated by a point, e.g.

Some groups are further divided into sub-groups (level 3). The notation of a sub-group consists of the group notation and a two-digit number, separated by a point, e.g.
